Mission
Refresh ICHRA savings data per county monthly. Update the lookup table used by campaigns to show employers how much they’d save switching from group health to ICHRA.

Data Rules
- ALL ICHRA lists MUST have county + state spelled out (not abbreviated)
- County is REQUIRED for savings calculations
- ICHRA = GMaps + website ONLY — NEVER LinkedIn/B2B data
- Export summary CSV after each refresh
